The RHW managing committee is composed of health professionals, economists, and directors of state offices of rural health policy. The committee consists of advocates for rural health policy. The RHW pilot states (Kentucky, Nevada, Oklahoma and Pennsylvania) hold significant stake in the Managing Committee as well as states that have recently incorporated RHW tools and methods in their efforts to serve the interest of the rural community, and their support of sustainable health care services. The committee also involves the work of independent evaluators and experts in the field of policy studies.

The mission of the Council is to review program activities and to provide advice as to future direction. The membership of the Advisory Council includes national leaders and decision makers involved in rural health policy issues.
The Council members serve for three years with 1/3 of the members being replaced each year.
